§ 2.20.030. Duties of department and director.

  • The department and director shall have the following responsibilities, functions and duties:

    A.

    Operation of Department. The director shall appoint and supervise departmental personnel pursuant to county rules and ordinances; establish and maintain records and accounts for operation of the department, including cost controls and cost records as approved by the auditor-controller; and recommend the annual budget for the department and exercise continuous budgetary control.

    B.

    Surveying and Mapping. The director shall provide or delegate all services of the county surveyor as defined by law and such other survey and mapping services as may be required, including but not limited to assessor's plats, special districts and school and other district maps and boundaries, and election precinct maps and boundaries.

    C.

    Special Districts. Perform or supervise engineering services for all improvement and maintenance districts for which the board of supervisors is the governing body and establish, subject to the approval or order of the board, designs and operating standards for district improvement works and the rules and regulations for their maintenance and operation. Provide supervision of construction of improvements for and operate such special districts; provided that the engineer shall not have any supervision, control or management in connection with the highway construction or maintenance, and that the county road commissioner shall have the responsibility for such construction and maintenance. Provided further, that where the improvement involves both county roads and other district improvements, both the county engineer and the county road commissioner shall cooperate in connection therewith, and their responsibilities shall be governed by the provisions of this subsection as closely as possible.

    D.

    Major Improvement Works and Structures. Advise and recommend concerning non-road works and structures, including but not limited to drainage and flood control, waterworks, sewage systems and disposal plants, airports, refuse disposal, municipal buildings and structures; prepare or supervise the preparation of plans, specifications and contract forms. Supervise county contracts for non-road improvement works and structures.

    E.

    Airports. Operate airports owned or leased by the county and establish, subject to approval of the board, plans, standards, and regulations for their development and operation.

    F.

    Refuse Disposal. Operate and maintain county landfills for unincorporated areas of the county. Investigate and recommend concerning the acquisition, development and construction of new disposal sites and when directed negotiate their purchase or lease. Enforce ordinances regulating refuse and garbage collection.

    G.

    Roads and Bridges. Upon request, provide engineering, surveying, and mapping services in connection with road and bridge projects, plans, specifications or contracts; review, investigate, and make recommendations concerning maps, deeds, and descriptions in connection with rights-of-way acquisition and disposition, abandonments and related matters.

    H.

    Additional Duties. Perform any and all other related services and activities as provided elsewhere in the county code including but not limited to Chapter 17.06 and Chapter 2.29, and as may be ordered by the board of supervisors, chief of development services, and/or the county administrative officer.
