§ 9.12.010. Purpose and intent.

  • Government Code Sections 51030, et seq., Business and Professions Code Sections 460 and 4600 et seq., and Section 7 of Article XI of the California Constitution provide authority for the legislative bodies of California counties to license and regulate the business of massage. In enacting this chapter, the board of supervisors recognizes that massage is a viable professional field offering the public health and therapeutic services. However, there are known instances, both within and outside the county, where the practice of massage and the operation of massage establishments have been associated with unlawful activity and pose a threat to the quality of life in the community. It is the purpose and intent of this chapter to protect the public health, safety, and welfare by adopting regulations to prevent blighting conditions and deter criminal activity that could occur from the practice of massage and the operation of massage establishments. It is not the intent of this chapter to punish legitimate massage practitioners and establishments.
