As a condition of the massage establishment permit, any and all investigating officials
of the County of Madera, and the State of California shall have the right to enter
massage establishments during regular business hours to conduct reasonable inspections
to observe and enforce compliance with the provisions of this chapter, as well as
any other applicable requirements, including, but not limited to, building, fire,
planning and health requirements.
