Any authorized officer shall, upon receipt of such an application, correctly completed,
make a pollution inspection in connection with the special use area in which the boat
is to be used, operated and maintained, and if upon said pollution inspection said
boat is approved by said authorized officer, he shall, upon the payment of the application
fee hereinafter specified, issue to the owner or occupant thereof a pollution control
permit to operate said boat. Said permit shall be kept in said boat and be available
for inspection at all times.
